Constitutionally, can the President get the border wall built just by executive order without the approval of Congress?
Sorry if this is a naive question. I'm neither for nor against the wall - I'm not American so it doesn't affect me. But I am genuinely surprised that such a big project can be commenced by executive order. All the more so since Obama was criticised for over-using executive orders so I thought Trump would do just the opposite.

Congress already approved the building of the wall back in 2006. Obama and Hillary both voted yes on it.

Yes, but he'd face fierce problems with Congress who he'll need with other things.
Having it done through Congressional approval, assures it can't be overturned by another administration.
The 45th President is going "by-the-Book" instead of ego-driven as the previous administration did.

The Congress already approved it in the Secure Fence Act of 2006. Obama stopped it with an Executive Order. Trump has only canceled that order. The wall will be built.

A law to build a border wall was passed by congress over a decade ago.

there needed to be a bill passed. a bill to have a fence up was passed in 2006. But trump is going to make it a wall.
there is a lot the president can do on his own with executive order, and scary enough, that includes launching a nuclear missile anywhere in the world whenever he wants
