Does the USA have any at all 'welfare' program anymore?
I know a welfare program existed once, about 1970-1994, but that's a long time ago.
Hasn't the whole scheme been since canceled, for 'privatization' of charity to make it for profit?
What government programs are still operating? I know there's a 'food stamp' (card) program to feed the poor on poor food....but....what about....housing, transportation, utilities?

This is a brief explanation:
Today’s antipoverty safety net is dramatically different from the one in place two decades ago when welfare reform was enacted. Rather than a safety net primarily dependent on cash assistance programs, as is the common perception, the current system is highly reliant on social service programs funded by government and delivered through community-based nonprofits. Annual public and private expenditures for social service programs today exceed total federal outlays for cash assistance programs like welfare, food stamps, and the Earned Income Tax Credit (EITC).|

Also consider:
How much does it cost each person, each year, to pay for welfare?
$1740.98 per year, for every man, woman, child in the United States.
Since about 25% are on the receiving end, it is actually higher, for those paying.
Consider first the total spent (not counting Social Security or Medicare):
SSI – Supplemental security Income – not social security -for people who didn't work –
$57 Billion a year.

Medicaid ( not medicare) spending 2010 - $389 Billion:

Food stamps 2011 - $71 Billion:

TANF (cash assistance for families - federal funds) $21 Billion 2009
http://archive.acf.hhs.gov/programs/ofs/data/2009/...
(So I'm at $538 Billion a year (plus HUD, Energy, More).
Based on a population of 305 million, paying $538 Billion, is $1763 per person.
This does not include housing and child care subsidizes, head start ($8 billion a year for head start - http://eclkc.ohs.acf.hhs.gov/hslc/standards/PIs/20... ), more.

The government subsidizes all of those things directly except for paying your utility bills. Most utilities have their own programs to help the poor pay for their utilities. People on government assistance can end up with more income than someone working a full time job.

There have been many changes made to it, but basically the "welfare" program exists intact.
