《評論》grammatically correct?

更新:

The original post was a question on whether the sentence below was correct or not:

There is much less homework and fewer tests in Universities than that in secondary schools.

While all four attempted answers made some modifications to the original sentence, none of them gave a correct answer. In fact, none of them could tell where the mistake of the sentence lay.

In a sentence involving the comparative form of an adjective, it is important to write it in such a way that comparison is made between like terms. I shall illustrate it with examples.

Example 1

The tree is taller than last year.

On the surface, the sentence does not make sense because a tree cannot be compared with a time frame, last year. However, the sentence is actually correct when it is interpreted like the following:

The tree is taller now than it was last year.

Or simply

The tree is taller now than last year.

The comparison is between now and then, a comparison of two points in time. Similarly, the sentence below is also correct.

The tree is taller than when I visited here last year. = The tree is taller (now) than (it was) when I visited here last year.

Example 2

The general English standard in Singapore is higher than Hong Kong.

This sentence is wrong as it is comparing English standard and Hong Kong, two entirely different entities. The idea is to compare the English standard of two cities, Singapore and Hong Kong. The sentence should be written as follows:

The general English standard in Singapore is higher than that in Hong Kong.

Going back to the origianl post, the comparison is between the amount of homework and tests in univerisities and secondary schools. The comparison is not between the homework and tests of universities and secondary schools. It is wrong to include 'that of' in the sentence. The sentence should be written as

There are much less homework and fewer tests in Universities than in secondary schools.

更新 2:

The answer by poster yeungandsam ( 中學級 1 級 ) was correct except on capitalizing S.
