    Hi, I'm Japanese.

    There're some words to translation.

"Spirits" has some meanings in Japanese.

    "Spirits (Soul)" - 魂 Tamashii

    "Holy spirits" - 聖霊 Seirei

    "Evil spirits" - 悪魔 Akuma

And "City" can change to some words.

    "City" - 街 Machi

    "City (Big)" - 都市 Tshi

    "Town" - 町 Machi

    "Village" - 村 Mura

    For example,

    魂の町、聖霊の街

    "精霊の都市"

    "精霊の町"

In an administrative sense, a town is "町," (machi) and a city is "市" (shi) or "都市" (toshi).

Commonly in Japanese, however, "町" means a place where there are many people, shops, and offices.

Sometimes, "都市" is read "machi," though it's formally wrong.

精霊都市(seiri-toshi) sounds like a name of game.

Otherwise, I would translate 精霊の街(seirei no machi)

    * 街 (machi) is often used for "title" which is sometimes equivalent of "city" and bigger than ”町(machi = town)” http://www.amazon.co.jp/%E7%B2%BE%E9%9C%8A%E3%81%A...

街とその周辺 the city and its vicinity

    市街地変電所 city substation
