Hi, I'm Japanese.
There're some words to translation.
"Spirits" has some meanings in Japanese.
"Spirits (Soul)" - 魂 Tamashii
"Holy spirits" - 聖霊 Seirei
"Evil spirits" - 悪魔 Akuma
And "City" can change to some words.
"City" - 街 Machi
"City (Big)" - 都市 Tshi
"Town" - 町 Machi
"Village" - 村 Mura
For example,
魂の町、聖霊の街

In an administrative sense, a town is "çº," (machi) and a city is "å¸" (shi) or "é½å¸" (toshi).
