He needs to learn that there are responsibilities that go along with drinking. Don't drink and drive. Don't drink just to get drunk. Don't binge. Never drink alone. You can use this time to show him that when done responsibly, drinking is enjoyable and safe. You have a better chance of reaching him than parents or teachers. You are his brother. There's a big difference.
