It's a term from the 50s and 60s that liberals have been clinging to ever since to explain how the evil capitalists control the world. It's like the Bilderberg Group conspiracy.

The munitions or arms manufacturers as well as other corporate entities who profit from both sides of a war, even playing both sides against each other. They are not patriotic. The Holocaust Museum, either in Washington, DC or St Petersburg, Florida has or used to have the actual IBM machine on display used to sort the sorting cards to determine the victims of the Holocaust.

That was the phrase Dwight Eisenhower used when he warned us about them in his farewell speech. I suppose the conservative trolls will claim he hated the military as well.
Morons.
This phrase is used to identify the businesses and individuals who promote conflict because it makes them money. Given Eisenhower's unequalled experience it is hard to argue they do not exist.

He was referring to the country's military establishment and the industries producing arms or other military materials.
