    Contact PayPal.

You did not get scammed. You abused "F & F", which is to be used for gifting money. F & F is not to be abused through the purchase of merchandise. You took a risk and you lost. Yes, you can sue. Filing fees are anywhere from about $75 to $125 in Small Claims, nationwide. Service will cost you anywhere from about $75 to $150, possibly more. A better question is - Is it worth it to you to get revenge when it will cost you more to sue than what you lost, through your own scamming of Paypal?

The address and name are FAKE.

PayPal WILL NOT even pretend to help because by using 'Friends and Family' you EXPLICITLY claimed it WAS NOT a purchase. That means they can't fail to deliver what you DID NOT buy.

Note: PayPal EXPLICITLY warns that anyone WILLING to accept payment in that manner is GUARANTEED to be a scam.

    First appeal to Paypal.

If you paid using PayPal, then you need to contact them and open a claim. They'll help you get your money. And yes, you can sue, but it will cost you more than $100 to file.
