    Because the people who create those programs rely on the welfare vote to keep them in office. If those programs actually worked, their voting base would shrink. They better do something quick though. The middle class is shrinking fast and it's birthrate is declining while the birth rate among the welfare class is growing. Pretty soon there won't be a big enough tax base to pay for all of those programs.

    Because somehow those few moron conservatives keep block the will and programs that benefit the nation. I just don't understand how a small group of morons keep blocking the well thought plans of the highly intelligent and caring progressives

    People abuse the programs. In such a big country there is no oversight on what is spent and how and for whom.
