How to lose weight fast and safe and maintain it?

my height is 5'3 and im 65kg.i want to lose 10 kg in 2-3 months.i did some homework on how to have a healthy diet.Seeing so many websites i got confused!!Some say that i need to eat 1200 calories per day or else you will be unhealthy but i dont feel any change if i eat 1200 calories thats normally what i eat!!.Some say i need to burn 500 calories per day to lose weight.So i did cardio and lost only 200 calories on my best and i couldn't it any more.Previously i did dieting before which did not help me and i ended up gaining back my weight :( ...(becoz i went in starvation mode i was eating less calories) so what is the proper and healthy way to lose weight to reach my goal!

    If you want to lose weight faster, you'll need to eat less and exercise more.

    For instance, if you take in 1,050 to 1,200 calories a day, and exercise for one hour per day, you could lose 3-5 pounds in the first week, or more if you weigh more than 250 pounds. It's very important not to cut calories any further -- that's dangerous.

    Limiting salt and starches may also mean losing more weight at first -- but that's mostly fluids, not fat.
