there's a opacity "slider", normally set to 100% (fully opaque). diminuish the value, you'll start to see what's bottom

Yes there is a way to make backgrounds on gimp transparent. 1. Open Gimp 2. Open the image you want to Edit by going to File Open. 3. First Make sure you image has transparency by going to the Layers and go to Transparency If the Alpha Layer is messing the words will be blank or faded. Go to add Alpha Layer. Alpha is transparency if you don't do this step you'll have a white background what ever you do and think Gimp doesn't work. 4. Use any of the Selection tools to select the area of the image you would like to preserve. The Fuzzy select tool will help you greatly if your selection has lots of angles and tricky edges. The Intelligent Scissors you click around the image repeatedly to get the image you want. Foreground is good for when you want an foreground with out the background. When you select the area you selected will look like walking ants! 5. Go to Select and push Invert. This will make your selection go from back ground to back ground. The border of the image will become walking ants. 6. Press Edit and Cut and the white turns to grey checkerboard your done! 7. Save the file as png or gif file as jpeg doesn't handle transparency and if you get something called export push okay and try the options of flatten doesn't work try merging layers it should save. You can change the file extensions by going to Save and File Type by Extension. You're done
