'Postage Paid Australia' appears on the top corner of printed envelopes but u still have to use a stamp? Why?

It is different to 'Reply Paid' which means you (the sender) do not need to add a postage stamp because the recipient (a business etc) will pay the postage.

Why doesn't it say 'put stamp here' or 'put postage here'.

If you have an envelope that says "Postage Paid" it's only intended for use by businesses who have a franking machine, or who lodge their mail using Australia Post's Bulk Lodgement service, or who have an existing mail pickup arrangement with Australia Post. They still pay the postage this way. It's a convenience.

If an individual has an envelope with Postage Paid on it, it doesn't mean anything. You still have to put a stamp, because you never paid the postage using alternative methods.

If the business you are sending mail to has a "Reply Paid" address & number, it just means that the recipient will be invoiced for the postage.

'Postage Paid' is only in terms of posting the letter to any destination within the country during a business day (weekdays, non public holidays), so anything you post over seas or weighs more than what is stated either on the envelope or in the T and C of the post office, you will have to pay the difference, to cover the posting expense of the post office.
