They can. The type of comb and how you brush matters.

Teasing hair is one of the worst things you can do to it.

I have hip length hair and I own no brushes, only combs.  Brushes are more likely to damage long hair than a comb, but it's also down to the technique.  You should always start by combing sections of hair from the end up in short lengths.  You can't just tear through a tangle, you have to undo each one as you get to it before you may proceed to the next few inches of hair above the tangle.  It takes patience.  If you hair is prone to knotting start with a wide toothed comb and then once you've done your whole head do it again with a fine comb.  It should be quick to do the second pass with the fine combe since you've already done the groundwork.  It's best to either comb your hair in the shower with conditioner in it or to wait until it's almost dry but still a little damp.  Combes need care.  They should be washed and cleaned between the tines with a mail brush or toothbrush reserved for that purpose.  If the comb gets scuffed and rough it's time to replace it.

You can't entirely avoid breakages to hair but the combs are not the cause if you use your comb properly.  Even if you're very careful it's hard to avoid the need for a trim twice a year or so to prevent the hair looking raggedy.  Leaving it down gives hair more opportunities to snag and get damaged.  Microfibre is particularly hard on hair.  If you wear a fleece top and drive or travel a lot in a car a tideline tends to develop with really nice hair above the point where the shoulders make contact with the car seat.  Avoid getting your hair trapped like that.  Taking supplements such as biotin and collagen really do help grow hair out strong to begin with.  You don't need me to tell you to avoid heat styling and regular contact with pool water.
