    Both indicate the possibility of Tom coming.

    "May", means Tom will make a choice to be along or not.

    "Would", means Tom could come, if not for something else he has to do. 'Tom would come but his car broke down'.

    May has higher possibility of Tom coming. Implies free choice.

    "Tom would come" cannot be used on its own, without context.

    Possibly:  Tom would come tomorrow if he could, but he has a medical appointment which he cannot postpone. (Thus Tom will not be coming tomorrow.)

    Both "may" and "would" belong to modal auxiliaries which include must, will, should, could, etc.

    These two modal auxiliaries have their own meanings, uses.

    "may" implies permission, possibility, concession, reproach ..

    "would" refers to requests, willingness, habitual action in the past, probability, wishes, desire.

    Even though both have almost same meaning reflecting possibility of Tom's coming, "would" appears more forceful.
