Should I leave them neutral or negative feedback?
I bought an item on eBay and paid for postage within the cost.
The seller sent it to me but didn't pay full cost so I had to pay extra £3 on top of what I'd already paid
I've sent seller messages bout this but they are ignoring me.
Should I leave negative feedback or is this harsh?

What was the total and of the extra 3 pounds how much were used to cover shipping?

Yes, I would give negative feedback on it as it is set up as a huge scam thing on you where you would pay full cost up front, but the bill only shows low cost for shipping, etc...

Why don't you ask them about it before you do anything.
The seller might not even know there was an issue.
