The market isn't free if foreign governments are subsidizing companies so they can undercut US prices. Should the US government subsidize Intel so they can sell more chips to China at discount prices?

Because Trump knows free trade doesn't work.
So do economists.
The only way economists have found to make a model of free trade work is by assuming that:
1) Capital investments have no restrictions across international borders, and,
2) The movement of labor across international borders is completely prohibited.
As anyone can tell you, neither of these is ever true in real life. Capital is NEVER perfectly mobile...and labor is never perfectly immobile.
Free trade works about the way communism does: only on paper.
To make free trade work, every country would need a ban on all (legal and illegal) immigration, and, probably a single currency with a fully integrated, global stock market.
When you have that economic infrastructure in place...then we'll talk about free trade.
The Brits switched a free trade policy (the British School of Economics) in 1836...they fell from economic lead by 1914. Replaced by the US and its protectionist (American School) policies.
