    It will be under about 200 feet of water. There will be no dry land close enough to make gradual displacement of the city practical, or for it to survive surrounded by 200 foot dikes. As costs for sea walls and ever-more-extensive drainage pump systems increase, the city will require more funds that can only be obtained by imposing ever-greater taxes upon its residents. As a result, they will relocate, and the city will slowly be abandoned - the government finally having to declare bankruptcy and to abandon the fight against the rising tides.
