Wouldn't buying treasury bonds be extremely risky right now? If interest rises the bonds will lose value.?

Why does anyone buy them? How do governments convince people to buy them? What happens if interest rates suddenly rise and the investors lose large amounts on their bonds? I'm mainly referring to large buyers in the multi-tens-of-billion dollar markets.
