Do you think I would prefer the east or west coast of the United States?
I have definitely had problems in this area, as the west coast is currently growing in population (which is not my greatest suit), but I absolutely adore the natural feel. I also love the Northeast (NH and VT) with their more "west coast" feel and less people.
My main goals in a perfect place to start a family would be:
1. A good place to start a small business
2. Sunny weather (and preferably four seasons)
3. A quaint, but bustling city
4. Still giving you access to the outdoors
5. Local produce and plenty of it!!!
I apologize for the quite contradicting standards, but if possible, could I get any possible recommendations for east/west coast OR us state?

Why are you only considering the coasts? I think that's a big mistake! There are quite a few places in the middle that might fit your criteria. Some possibilities that get close (maybe not perfect, but at least in the neighborhood) include:
1) Flagstaff, AZ It's at 7,000 feet and in the northern part of the state, so forget that stereotype of Arizona always being hot. In fact, it might be colder than you want. Lots of hiking nearby, skiing in the winter, and the Grand Canyon far away.
2) St. George, UT Okay, this one is kind of hot, as it is only at just under 3,000 elevation, but it is still worth considering. And it's got plenty of sun. The desert is just out back for lots of outdoor enjoyment.
3) Prescott, AZ And this one is in the middle. . . at 5,400 feet, it has four seasons, but neither the winters or summers are too harsh. It backs up against National Forest property, and it's a great little city.
These are just a few of the cities I know of that might give you an awful lot of what you want. But you've got to get away from the coasts. . . and all the people who live there.
Update: And then there is Santa Fe, NM. Like Flagstaff, it might be a little colder than you want, as it is over 7,000 feet, but it is a vibrant and interesting town, with lots of creativity and history, and nature not far away. Definitely worth considering!

I'm from Pennsylvania but now live in western Washington. I should have come here earlier. You can't beat the life here, away from the big cities. There are dozens of small cities with great opportunities for business. We don't have state income tax, too. Here are some pictures from flickr to get you salivating.
