Old F&W 32 revolver question. A buddy of mine bought one and the base pin is stuck. There is some rust on the edges of the frame.?

I haven't really took a flash light to it to inspect the barrel and cylinder but everything seems to be in good working order. Would ballistol leach under the plating if he uses it to try and free up the base pin? Other options?

Try it and see.  Use Kroil if you have some else use whatever you have, the thinner the better.  Soak it for a few days then tap on the end with a plastic mallet.  Also might try heat but careful of using a flame with oil on the gun.
