My dog only does tricks when I have treats?
If I say sit with a treat, he sits, if I say sit without a treat, he stares at me. He knows the trick, but he refuses to do it unless I give him a treat. Also, how to I get him to stay seated? When I say sit, he sits until I give him the treat, then he pops back up.

Why does your dog do this=because you have not gone to formal classes & have only tried teaching the dog at home and on your own & you do NOT know what you are doing. The dog needs to learn to do a sit in many different places and with DISTRACTIONS. (I am 100% sure you have NOT done ANYTHING like that.)
The dog should ONLY get a treat if the dog does the sit correctly & quickly. Treats should also be "faded out" or only given periodically, when the dog does an especially GOOD job.
The "idea" that the DOG thinks he can call the shots or go on STRIKE (and NOT MIND YOU) until you BRIBE him to do it, is a clear indication...*YOU* are NOT in charge. BOY, do you two need to go to obedience classes or at least you need to put him in RRRR boot camp. (see link below)

It's the owner that needs to learn how to train the dog, so sending it away to be trained means it will work for the trainer, but when it gets home the owner will probably do everything wrong and the dog will not respond correctly. Learn how to train your dog obedience https://tr.im/y2dAr
Part of the fun in having a well trained dog is learning to train it correctly yourself. That is also the most rewarding. Some people send dogs away for specialist training, like sheep herding, protection work or gundog training, but even then, that is the lazy way out and good trainers do their own training to get what they want from their own dogs.
However it is always more productive to train your dog under a good instructor, especially if you are not experienced

I dont use treats at all for this very reason. Join a friendly local dog training club and they'll teach you how to train your dog. The dogs love it as a social outing as well, and when they start to get it they like the applause they get from the group when they perform their new trick.

You messed up! You're supposed to fade the treats almost immediately. You can add "stay" anytime you want or just have the dog remain sitting until you bive the release word and the treat, Try NOT to use the word "okay" as a release word.

Keep training. This is a normal phase. Dogs don't come knowing tricks or obedience, we have to teach then.

You need to train him more. He needs to learn the command "STAY" and not be given a treat until you have told him he can get up. You also don't need to always give him a treat give him PRAISE and a good petting which often means more to our dogs.
Get him sit, hold your hand up palm to him and say "STAY" and start to move away from him. If he moves, makes him sit again and repeat. Eventually you should be able to walk a distance from him and say "COME" and then he will come to you.
Note "STAY" and "COME" are two of the most important commands you can teach a dog. My first dog got out of a collar once when I stupidly attached his leash to a news stand, he pulled it over which scared the hell out of him and he started to run towards traffic. I yelled "STAY" and he stopped moving RIGHT at the curb. I then yelled "COME" since I was still a distance from him and the traffic was VERY busy and he ran right over to me. If he hadn't learned these commands he'd likely be dead or have at least caused a horrible accident as cars swerved to avoid him.

And your question is? Stop using treats, which are not even necessary when it comes to training, praise is all that is required, period. You tell it to stay, easy right? You rewarded it for getting up, top rewarding it for behavior you do not want.
