Nope.
The Working Group I report of the IPCC tracks ice melt and has never predicted that no ice by 2014.
Arctic summer sea ice cover has been measured through the century, and has showed significant declines. 9 million km2 in 1980, 8 million km2 in 2000, and 6 million km2 in 2010. Despite these steady declines, there are no scientific projections of a year when there will be no sea ice.

The number comes from work by Maslowski et al at the Naval Postgraduate School. The actual projection from their model was 2016+/-3, and that value was given with the caveat that it was highly uncertain and should only be taken as a bound on the very earliest that it could happen--it was certainly not a prediction.
