Hmm - debateable.
LUCKY BOY - Ringo. In the right place at the right time.
GOOD drummers are two a penny - but it was his good fortune to join the
FAB FOUR just as they TOOK OFF.
Hall of Fame ? Not in my book - but then he WAS a Group Member and in
today's obsession with Equality etc - would it be FAIR to leave him OUT ; ))
(EDIT -With all due respect to Campbell Hayden - even back then STUDIO produced
recordings could 'improve' sound quality/rhythm beats, as they can do even
BETTER nowadays - with DIGITalised versions of The Beatles back catalogue ; ))

Yes, Ringo definitely does rate.
Anyone who has listened to The Beatles library has not had to listen very hard to determine that
Ringo not only kept 1-he||-of-a back beat, but his fills & everything else *proved* that he had a great
bunch of fairly sophisticated chops.
It *is* about time ... and Ringo's Musicianship is totally worth the nod he's finally gotten.

-Probably not. But History will ALWAYs Remember Him as part of the "Fab 4." And Besides; as FAR as the Music Hall of Fame- is Concerned; what's "Wrong" with just Happening to be in the RIGHT Group- at the RIGHT Time..? :)

Not for me he doesn't. He wasn't a good drummer by a long way. He just happened to be in the right place, at the right time. I put him in the Dave Clark group of drummers. John Lennon may have had tongue in cheek with his comment, but he wasn't wrong.

individually, it might be a bit of work to bestow the same musicality honors awarded to Paul McCartney and John Lennon but by association, all four had achieved the magic of their legacy so the right answer is yes.
