Have individual welfare payments increased faster than social security?

People have told me that individual welfare payments (food stamps, energy subsidies, tanf, ...) have increased at a faster rate (%) than social security has since President Obama took office. Can find the rates of social security increases, for individuals, 1st reference, but cannot find the rates of increases for the various welfare programs. Does anyone have a reliable source for that information?

Now please the amount the government spends or budgets in not what is wanted but the rates for individuals.

Please note the increases are in effect from January 1st so the increases for the current president start January 2010.

    No President has any effect on social security/SSI, VA or railroad retirement benefits (all federal agencies) because the cost-of-living increase is determined by the 3rd quarter Consumer Price Index compared to last years 3rd quarter CPI. If it's higher - we get a raise. If it's lower - we don't. It's been that way since the 1970s.

    As for welfare benefits they are under the domain of the state governments and the benefit amounts vary considerably from one state to the next.
