What radius of hollow should rental skates use?

One of our local ice rinks sharpens its hockey skates to 1/2-inch ROH and its rec skates to 1-inch ROH. I'm good with the hockey skates; I question the safety of the rec skates.

According to all of my research online and by talking to people who sell, make, and sharpen skates for a living, almost no one should be skating on a 1-inch ROH. Very good skaters may use a 3/4-inch ROH (I know of two, and they're both heavy men who ice dance, read: don't jump). The ice at this rink is hard hockey ice, kept somewhere around 22°---not anywhere near the 26 - 28° recommended for figure skating.

Does anyone have any sources or professional training that would say beginners, including small children, should be skating with a 1-inch ROH? Or has my research led me correctly that the ice skates given to these recreational skaters should be sharpened to a deeper ROH? Please provide sources and personal qualifications, if you have any.

    Not an expert but as far as I've seen 1/2" is a typical generic radius for figure skating blades. Don't know about hockey skates. A 1" radius is very shallow and I assume would be rather difficult to control especially on hard hockey ice. If I remember correctly speed skaters and those doing school figures opt for shallow radii. I guess you can't expect much from rentals. Maybe they think that rec skaters just circling around the rink on flats don't need much control and will be less likely to catch an edge and fall. I personally use a 7/16" radius on semi hard ice.
