Change bedding material frequently, wash the cage out completely with hot, soapy water weekly.
Ensure the cage is large enough that the rabbit has areas he/she can move away from where they urinated, so they don't stay in it.
Consult a rabbit expert, try looking for a veterinary office nearby which advertises they see rabbits.

This should be evaluated by a vet to rule out medical conditions like UTI.Wash the area gently under a tepid running tap but test the temp with the inside of your wrist. Gently pat dry and treat with calendula ointment found at healthfood stores or bag balm a few times a day. Do clean and change the litter every other day and use the most absorbant rabbit safe litter possible. TReat the area a few times a day until completely healed.

Urine scald is usually caused when a rabbit is sick or abandoned. You need to take her to a rabbit expert to get her medically assessed.
In the meantime, keep her dry and keep her area very clean. I believe Bag Balm would help soothe the skin.
