Do you think the abuse department will ever make an honest effort against the Arabic spammers?
It seems unlikely that they are doing so when every account is allowed to use all five potentially available questions instead of having the accounts closed upon first or second report.

The abuse department has now given the spammers free run of this topic, no honest effort at all.

They already are. The accounts are suspended within a minute or two: far faster than would be possible if it was based on human intervention based on reports.
Quite probably they have a filtering system in place, but for whatever reason it only kicks in after posting. Reasons could be that pre-filtering by text (which would have to apply to every post to Y!A) would slow down the system too much; or that pre-filtering by IP isn't possible, because the spam is being relayed through (or forging) some shared IP address, which can't be blocked because it would knock out legitimate traffic.

The problem with the 'report' system is that people don't see it. It's all automatic. However, it would be nice if humans actually monitored the activity. There are several people here who have been spamming for years and Yahoo has done nothing to stop them.
Yahoo is happy to get rich through out efforts. It's a shame that they can't invest in a few dollars to allow us to visit without having to do all of their housework.
If they're going to force us to abide by their terms of service, they should at least enforce them.

No. I'm guessing the arabic is getting profiles. Then communicating w one another. Any company panders to whomever has them in their pocket.
