How to pay back money to the government/revenue?

So i recently got a mail from the minnesota revenue that I owe them almost 1 G because i guess fafsa didnt help cover the whole cost. I gotta pay it by march 28. What happens if i dont? What does it mean they say referral?Can i just slowly pay it off? What should I do?

    USA question but the prionciple stays the same - write or phone but get in contact. All revenue organisations want the money but the y will usually allow time to pay.
