31 Jan 2013, 10 a.m. MT, from the IRS 1099-Misc Information Reporting Customer Service Department itself:

Make sure you are using the 1099-Misc that says 2012 at the upper right. For payments in calendar year 2012, no payer country code is necessary.

Beginning in 2013, payer codes will be required. The IRS has already updated and uploaded the 2013 form to irs.gov but you should not use it for year 2012: use the one they send you in the mail (request it at 866-TAX FORM) along with the 1096, which gives the IRS the total $ amounts you paid on form(s) 1099.

The IRS does not yet know what the country code for the US will be.

There, now you don't have to spend 30+ mins on hold on the phone listening to crappy music as I did :P

If an accountant knows, or someone wouldn't mind please checking what the 'Country Code' is for the United States of America on a 2013 1099-MISC form if they have already received one.

It is for a box right below the Payer's Federal Identification Number and below the payers...
