continuous dry nose through summer?

so i tend to get a dry nose on and off but every summer it's horrible! my nose is so dry and it's chapped. It hasn't been bleeding but like i said it's chapped so ya. I also can not sit in the back seat of a car if the person has the window open because it drys out my nose and mouth and it tends the be the same for putting a fan near my face so i make sure my face is away from the fan. The odd thing is that its hot here but it's not dry, in fact it's the opposite it's quite humid and as far as of now i have never had any allergy except to milk. i do however tend to get eczema. I have tried petroleum jelly (Vaseline) but im told that it is bad to use it frequently as it can get into your lungs and cause pneumonia. Does anyone have any idea what can be causing this and how i go about it. Thanks,
