Do you need a mac to download garageband on the ipad?

I recently just bought garageband on my ipad (I have the first generation) and the download didn't complete. I own a PC not a mac and I read that it iOS 4.2 or later. Does this mean I need a mac to download the app? And what is "later"? I paid $4.99 and am not planning to buy this app again. Help!

Do not panic. iOS is the firmware (or operating system) for iPad. Sometimes you need to be reasonably up to date in order to use the latest apps. So Upgrade to the latest firmware (which is the iOS 4.3)in iTunes and try downloading it again on your iPad. They would not charge you since the purchase is already made.

I have ipad (first generation) installed garageband, and not from itunes, but download it from Pandaapp, and it complete, you can have this version try http://download.pandaapp.com/ios-ipad-app/garageband+for+ipad-id9978.html
