Yes, however, since it is slower than your existing memory, ALL of your memory will be slowed down to meet that speed. So all your memory will be slowed to PC2100 speed (even your PC3200 speed memory).
2) How much volt PSU do i need to use ATI 2600 pro agp card
The 2600 Pro is an older card and should run fine on a 500W PSU. Not sure the exact power draw on it, but I'm quite sure it will run on a 500W PSU with no difficulty.
Now, all that being said, this computer isn't going to run any modern games. At least not at acceptable speeds. I would highly recommend you listen to your friends, save your money, and buy a new computer. The processor (a Pentium 4 -- or worse, Celeron) is going to just barely meet the minimum CPU requirements of modern games. And you cannot upgrade it. And if you wanted to upgrade, you'd need to replace the motherboard, in which case, you should go ahead and get a PCI-express graphics card and some DDR2/3 memory.
So any expense on DDR1 memory or an AGP graphics card is just a waste of money on your part. If you want a cheap transition, go ahead and get a new motherboard/processor/RAM as soon as you can.
GigaByte makes some pretty good AMD-based boards that come with on-board video chipsets comparable to the graphics card you're looking at.
In fact, here's a good set of hardware for ya:
http://www.newegg.com/Product/Product.aspx?Item=N8... - Motherboard ($80)
http://www.newegg.com/Product/Product.aspx?Item=N8... - RAM ($58)
http://www.newegg.com/Product/Product.aspx?Item=N8... - Processor ($59)
The total cost on that package is about $200 and it will get you a good, basic setup that will run modern games (if very poorly). I would HIGHLY recommend making another 2GB of RAM your first upgrade (so once you have another $58, just get a second stick of the same memory).
Then, save up a couple hundred bucks and get a good graphics card (I'm a big fan of the Radeon HD 5770 -- which runs about $175 right now).
Once you have the graphics card, go ahead and save up for a new processor. A good Phenom II will run you about $150 and will bring you comparable performance to a Core i7.
The best part is that you're not really "replacing" anything. So none of your money is really wasted in the process. Plus, you never have to spend more than $200 at any one time and you can get whatever upgrade you can afford at the time. Consider it a sort of "geek financing." :-)
Good luck!

first off updating from 256 mb ram to 1 gig is a nice jump, but no way enough to play many up coming games. and the Ati 2600 has a 256 and 512 on board ram which one where you looking at? 512 would be the better of the two. couldnt find a watt power information on this card, but considering it has no secoundary cable and draws right from the agp slot, i would think 350-400 watt box would be fine.
So long as both rams are DDR1 since thats what you have will be fine. (although DDR1 is a bit dated)
I would suggest you save up for a new computer, considering even most pre builts have a dual processors, and 4-6 ram, not to mention pci-express slots.
It isnt too expensive, search the internet for some great deals on everything from chips.motherboards, power supply, and anything else you need to build an computer on par with say an Alien at about 1/3 to 1/4 the price.

You want more than 1GB of RAM, that's beginners level.
See links for compatibility.
