Paid off new car, can't get pink slip from dealer?
I bought a car from a used car dealer, I made payments for 6 months and they said if I would pay the car off they would give me a $1000 discount. So I did. I have the receipts but I've been trying since June to get the pink-slip. Went by the car lot today and its GONE!!!
What do I do now?

Well, first off I hope you have something in writing stipulating the $1000 discount if you paid it off right then. If not, there still may be some choppy waters ahead.
Second, you need to go to the DMV Professional Licensing Division. Make sure to go to the main office in yoru area. Many satellite offices do not have a professional licensing representative. Take all your paperwork and show them that you have paid the car off and you need the title.
They will pull a title search to locate the title. Most likely the vehicle was "floored" through a finance company. Dealers use finance companies like DSC, AFC, MAFS and a handfull of others. The flooring company extends the dealer a line of credit to purchase inventory. As the cars are sold, the dealer pays the flooring and gets the title. Your dealer likely knew he was going bust, so he got all the cash he could and then went into the wind. The Flooring company is looking for him too (and your car). When you show them that you paid for it, they will hand over the title, and go after the dealer's bond, lien any assets, and possibly press criminal charges for selling a vehicle "out of trust".
Now, the other scenario is that the dealer did NOT use this type of company. They may have converted all the titles to the dealership name. And, when they went belly-up ran off with the titles. If so, then the DMV ca re-issue the title without all the hassles.
Make sure you hang onto every document and receipt though, as you will need to present a clear picture as to what happened

What I would often do when I was a dealer and sold to someone on payments is delay sending in the title until the customer paid most or all of the notes.
The smart thing would have been to not pay the last payment until you got the title concurrently.
The title does the dealer no good whatsoever. You have the car and a bill of sale so its yours.
Most states require dealer bonds for such things.
Contact the dealer licensing authority in your state. And consider a small claims suit against the owner.
I bet the man has your title. Its just a matter of you making enough noise that he wants to grease the wheeel.
