Serial Killer Movie in 90's based on true events?

Im trying to find a movie title about a serial killer who picked up some women on highways , that were desperate for help. HIs mom was a whore, his dad was in a wheelchair, and he traveled state to state killing mostly women, and the ending was weird he hooked up with another guy and tricked a woman into a brutal killing. They were caught by killing a preacher and his family. The cover looked very similar to silence of the lambs Hannibal Lector Mask. Thanks for all the help
