I don't know to what you are referencing it to mean, but Cancer is a tumor that grows and sometimes affects the organs around it. If caught early enough, it goes into 'remission' (or a 'quiet' stage).
To me, the phrase 'I'm the new cancer' means that someone is the new pain in the butt to someone else and can be quite annoying, but if they get in trouble, they go into their 'quiet' stage.
I am a Cancer survivor in the physical sense of the word 'Cancer' and I have Stage 2b Cervical Cancer but after having gone thru 27 rounds of radiation therapy, my cancer is in remission as of April 14, 2008 and I WILL BEAT IT...IT WILL NOT BEAT ME!

It's a horrible expression comparing the inability to get rid of you to the suffering Cancer patients go through

see cancer is a deadly disease... so by saying this the person might mean that i am to be bewared of... its a humorous thing to say implying that the person thinks that he kinda strong and can have a hard impact on others... its kinda hard to explain in words...
