My bluetooth manager icon has disappeared from my taskbar. How do I get it back?

I had to restore my system back to factory settings, and now I can't send files from my phone to my computer through bluetooth. My computer came with bluetooth installed, but now the bluetooth manager icon has disappeared from the taskbar. I have the box checked for the icon to show and can't figure out how to fix the problem. Any suggestions?

Also, anytime I try to do something with bluetooth on the computer, I keep getting an error message saying "bluetooth not ready."

I have a Sony Vaio laptop with Windows XP as the operating system.
