I am a person who is learning English as a second language.

My question is in the following sentence.

Ex：The focus of the issue ＂depends upon＂ how you are to deal with it.

If I use the phrase, ＂is of＂, to replace with ＂depends upon＂as in

the focus of the issue ＂is of＂ how you are to deal with it.

Is it unnatural in the meaning of such sentence in the view of native speakers of English ?

In terms of the usages of ＂is of＂, It often confused me whenever appearing on articles.

So, I hope someone is able to ease my question.

Also, the instance mentioned above is created by myself, I am not sure whether its grammar or meaning is correct.

i don't know how to speak the sentence if i would like to STRESS that today is 2010.

could i say the sentence such as i am in 2010 or this year is 2010 or today is 2010 ?

i am not sure my sentences is right.

PLEASE, help me which one is better ?

or do you guys have more appropriate answers ?

最近剛換新的螢幕

我本身比較常用電腦看電影

所以就換寬螢幕

可是我聽人家說用寬螢幕看電影

可以顯示到全螢幕

但我試過螢幕的每一個解析度

再用powerdvd播全螢幕

上下還是一樣會留有黑色的畫面

用kmplay調螢幕比例也是跟powrdvd一樣

如果硬把黑色去掉人物會被拉長

有人可以告訴我該如何做

才能讓螢幕不會有黑色的畫面嗎?
