PLEASE, usages of word about "OF"?
I am a person who is learning English as a second language.
My question is in the following sentence.
Ex:The focus of the issue "depends upon" how you are to deal with it.
If I use the phrase, "is of", to replace with "depends upon"as in
the focus of the issue "is of" how you are to deal with it.
Is it unnatural in the meaning of such sentence in the view of native speakers of English ?
In terms of the usages of "is of", It often confused me whenever appearing on articles.
So, I hope someone is able to ease my question.
Also, the instance mentioned above is created by myself, I am not sure whether its grammar or meaning is correct.

i don't know how to speak the sentence if i would like to STRESS that today is 2010.
could i say the sentence such as i am in 2010 or this year is 2010 or today is 2010 ?
i am not sure my sentences is right.
