The OSS absorbed 2000 Nazi spies under Gehlen. Those spies were in Russia and Eastern Europe, for the most part. It was certainly in their interest to paint the Soviets in the worst light. Additionally, their ideology was very anti-Communist, so their reports would always be slanted.
