Most Government entities & agencies are inept/useless/ineffective This DOES mean that the college degree people managing these departments are part of the problem & should not be rewarded but fired & replaced, just like the politicians, lobbyist and the Greedy Capitalist puppet-masters.
What's to stop a calculating resourceful mass-murder minded individual from using a wide array of killing technic's or methods?
